North Dakota Governor Jack Dalrymple has signed a new law banning texting while driving. Dalrymple’s signature made North Dakota the 31st state to ban the practice. The new law goes into effect on Aug. 1. Motorists caught texting after that date face a $100 fine. Currently, eight states, the District of Columbia, and the Virgin Islands have outlawed all hand-held cell phone use driving.
